The Ningxia Autonomous Region is an enriched area for new energy in my country, with abundant wind power resources and sufficient lighting environment. In recent years, Ningxia's new energy has developed rapidly, which has played an important role in protecting the ecological environment and promoting the transformation of energy. However, some problems have occurred in varying degrees in operation and consumption. In order to understand and master the operation of Ningxia new energy, sort out the existing problems of new energy consumption, put forward targeted regulatory opinions and policy recommendations, so as to promote the healthy and orderly development of Ningxia new energy. Special field investigation work has been carried out, and the relevant situation is now reported as follows.
1. Current status of new energy development(1) The rapid growth of new energy installations
Ningxia New Energy developed earlier under the guidance of national macro policies. The first wind farm was put into operation in 2003, and the first photovoltaic power plant was put into operation in 2008. Entering the "Twelfth Five-Year Plan", Ningxia New Energy is developing rapidly, with an average annual growth rate of installed capacity of 67.4%, which is much faster than the Ningxia Power Grid's electricity load growth rate, and the proportion of new energy installed capacity has increased from 10.4% in 2011 to 2016 42.8% of the year, see Figure 1 for details. As of the end of 2017, the total installed capacity of Ningxia New Energy was 15.29501 million kilowatts, accounting for 39.10% of the total installed capacity of the central government. Among them: the total installed capacity of wind power is 941.618 million kilowatts, which is the same as that at the end of last year, accounting for 24.07% of the total installed capacity; the total installed photovoltaic capacity is 587.883 million kilowatts, an increase of 16.32% year-on-year, accounting for 15.03% of the total installed capacity. Ningxia New Energy's total installed capacity ranks third in the five northwestern provinces (Xinjiang 27.14 million kilowatts, Gansu 20.68 million kilowatts), and ranks second in the five northwestern provinces (first Gansu 42.1%).

(2) New energy power generation increases year by year
During the "Twelfth Five-Year Plan" period, Ningxia Power Grid's new energy power generation increased year by year, with an average annual growth rate of 57.6%, which is basically the same as the growth rate of installed capacity.
In 2017, Ningxia Power Grid unified power generation of 129.688 billion kWh, an increase of 18.47% year-on-year. The total power generation of new energy sources was 22.341 billion kWh, a year-on-year increase of 23.38%, accounting for 17.23% of the total power generation. Among them: wind power generation is 15.305 billion kWh, an increase of 18.93% year-on-year, accounting for 11.8% of the total power generation; photovoltaic power generation is 7.035 billion kWh, an increase of 34.3% year-on-year, accounting for 5.43% of the total power generation.
(3) The situation of new energy consumption is still grim
In May 2014, the Ningxia Power Grid had the first wind curtailment of new energy caused by a grid cross-section. The wind curtailment electricity was 32 million kWh throughout the year, and the curtailment rate was 0.49%. After entering 2015, because the installed capacity of new energy exceeded the full capacity of the power grid, wind curtailment due to insufficient peak shaving capacity occurred for the first time in March, and light abandonment occurred for the first time in September. Electricity was 1.556 billion kWh, and the abandoned electricity rate was 11.84%. In 2016, wind and light abandonment became the new normal state of power grid operation, with wind power and light abandonment of 2.378 billion kWh throughout the year, with a power consumption rate of 11.61%.
In 2017, the Ningxia Power Grid's new energy curtailment situation still exists. By the end of the year, the new energy curtailment was 1.25 billion kWh, and the curtailment rate was 5.3%, a year-on-year decrease of 6.31 percentage points. Among them, the wind power curtailment is 766 million kWh, the wind curtailment rate is 4.77%, down 8.54% year-on-year, and the photovoltaic curtailment power is 484 million kWh, and the photovoltaic curtailment rate is 6.44%, down 0.72% year-on-year.
(4) New energy and power grid planning during the "Thirteenth Five-Year Plan" period
1. New energy power generation plan
According to the “13th Five-Year Plan†of Ningxia Energy Development, Ningxia scientifically plans the layout and scale of wind farms, and develops wind power resources in Liupan Mountain, Moon Hill and other regions in an orderly manner based on wind energy resource conditions and market consumption capacity. It is estimated that by 2020, 11 million kilowatts of wind power will be installed in Ningxia. According to the principles of intensive, industrialized, and large-scale development, we will make overall plans for land resources and market consumption, and focus on planning and construction of 10 major photovoltaic parks such as Yanchi and Haiyuan. It is expected that by 2020, the installed capacity of photovoltaic power generation will reach 10 million kilowatts.
2. Grid development planning
During the "Thirteenth Five-Year Plan" period, Ningxia Power Grid fully considered the needs of new energy development, accelerated the construction of the 750 kV access project of Shanghai Miao DC, and expanded the scale of Ningxia new energy power transmission. First, continue to accelerate the construction of 750 kV Shapotou and Qixiang power transmission and transformation projects, put into operation 330 kV Yongfeng and Yuanzhou projects in 2017, and simultaneously strengthen the construction of lower-level distribution networks and new energy transmission projects. The second is to accelerate the preliminary work of planning projects such as the expansion of the 750 kV Miaoling and 330 kV Songbao main transformers, and timely start the feasibility study on the expansion of the new energy transmission section obstructed line expansion project to improve the acceptance and transmission capacity of the new energy grid.
(V) Grid connection of new energy
Grid companies can earnestly implement the national new energy development strategy, actively create conditions for the connection of new energy projects, formulate relevant rules and regulations based on local reality, clarify the lead department, optimize the work process, compress the work cycle, and open up a "green channel" for photovoltaic poverty alleviation To provide guarantees and special services for the smooth integration of new energy projects into the grid. State Grid Ningxia Electric Power Co., Ltd. started from the source of the grid-connected work, and comprehensively considered the market consumption and delivery problems to review and approve the access system report submitted by the power generation company in time. At the same time, it can earnestly implement the relevant requirements of the National Energy Administration on the access of distributed photovoltaic power, integrate service resources, streamline grid connection procedures, promote typical designs, open up "green channels", implement "one-stop" services, and promote distributed power Rapid development.
In recent years, Ningxia's new energy grid connection process has gradually been standardized, and the related power generation and power grid planning has been scientifically and orderly advanced.
2. Measures taken and results achieved to promote new energy consumptionSince 2016, the situation of Ningxia Power Grid's new energy consumption has been gradually grim. To effectively alleviate the problems of wind curtailment and light curtailment, our bureau has seriously implemented the spirit of a series of documents issued by the National Development and Reform Commission and the National Energy Administration on promoting the sustainable and healthy development of new energy , Actively explore with the Ningxia Economic and Information Commission and power grid enterprises, take multiple measures, and actively do all the work of new energy consumption.
(1) Optimize the structure of the power grid, solve the constraints of the grid, and improve the capacity of new energy consumption.
Fully promote the construction of power grids in the region, complete the transmission and transformation projects of 330 kV Gufeng, Tongli, Yongfeng, etc., as well as the centralized access station of China Civil Investment to effectively alleviate the restriction of new energy delivery. Strengthen the construction of new energy grid connection projects, start five new energy grid connection projects including Ningdong Xinrun Photovoltaic 110 kV Transmission, the length of the line is 218 kilometers, and the total investment is 140 million yuan.
By adjusting the side transformation ratio of Yingshui Bridge on Yingxiang I Line from 1250/1 to 2500/1, the new energy consumption was improved to 129 MW. Increase the Wulipo, Houqiao and Yingshuiqiao main-to-transformer overload switching devices to increase the capacity of new energy consumption by 370 MW. The Ningdong 16th photovoltaic power station was changed from Yanzhou to China Civilian Investment and Transformation to increase the capacity of new energy consumption by 200 MW.
(2) Optimize the startup mode of the unit and dig deep into the peak shaving capacity of thermal power.
Starting from March 2017, the rotating reserve capacity on the Ningxia power grid will be reserved according to negative reserve. By reducing the thermal power startup, the new energy consumption capacity will be increased by about 500,000 kilowatts; the peak shaving capacity of the heating unit will be checked to release the heat during the heating period The peak shaving capacity of the unit is nearly 1 million kilowatts, all of which are used for new energy consumption; strict evaluation and management of power generation companies in accordance with the "two rules", urge the power generation companies to strengthen the operation management of the unit, the peak shaving capacity of the units in the network can reach 50% .
(3) Optimize the DC power transmission curve, and provide matching power supply to participate in peak shaving in the area.
Adjusted the Yindong DC power transmission curve, shifted the time of power reduction to 17:00, so that its peak power transmission was staggered from the peak of Ningxia power consumption, reduced the startup capacity of thermal power by 500,000 kilowatts, and increased the capacity of new energy consumption by 250,000 kilowatt. When the new energy of Ningxia Power Grid is in full swing and the power grid acceptance capacity is exceeded, Yindong and Lingshao DC matching power supplies will adjust the power and participate in the peak shaving in the region to enhance the Ningxia Power Grid ’s new energy acceptance capacity of 600,000 kilowatts.
(4) Actively carry out inter-provincial real-time transactions and surplus new energy cross-region spot transactions.
Fully call on inter-provincial power support, when the consumption space in the area is exhausted, carry out inter-provincial day-to-day, real-time transactions and power replacement in the main control area to achieve cross-province cross-province consumption of new energy. From January to December 2017, 683 real-time bilateral transactions were sold throughout the year (including 371 real-time bilateral transactions sold, and 312 were sold with electricity replacement in Gansu, Shaanxi and Qinghai main control areas), accumulating new energy consumption 657 million kWh, 335 cross-regional spot transactions (151 before the day, 184 within the day), sent 467 million kWh of new energy rich power, effectively reducing the new energy waste.
(5) Actively promote "two alternatives", innovate market trading methods, and expand delivery.
First, actively promote the self-provided power plants and new energy power generation companies to reach shutdown and replacement agreements. In 2017, a total of 11 self-provided power plants were shut down, with a total shutdown capacity of 368,500 kilowatts. 1.20 billion kWh.
The second is to innovate trading methods and launch new energy and thermal power enterprise bundling quota system transactions. In 2017, new energy completed the transaction of 6.979 billion kwh in the region. Effectively pull the electricity load in the area, mobilize the enthusiasm of thermal power peaking, and promote the consumption of new energy. At the same time, we will fully explore the space of inter-regional and inter-provincial transmission channels, seize various trading opportunities, and strive to expand the scale of transactions. In 2017, Ningxia sent 3.217 billion kilowatt hours of new energy electricity, accounting for 14.40% of the new energy on-grid electricity in the region.
In 2017, Ningxia Power Grid seriously implemented policies and regulations such as full guaranteed consumption of renewable energy and energy-saving power generation scheduling, strengthened the forecast of wind power and photovoltaic renewable energy, further optimized the structure of the power grid and the way of unit startup, improved DC transmission capacity, and adopted cross-province A few days ago, real-time trading, cross-regional spot and main control area replacement, "two substitutions" and other flexible trading measures have continuously improved the level of new energy consumption. New energy's total power generation was 22.341 billion kWh, an increase of 23.38% year-on-year; power generation accounted for 17.23%; new energy's power generation was 1.25 billion kWh, with an abandonment rate of 5.3%, a year-on-year decrease of 6.31 percentage points.
3. The main problems of new energy consumption and operation(I) Mismatch between power supply and grid planning and construction
Due to the lagging of power grid construction, some regions are affected by grid constraints and new energy is sent out. Since 2017, through the inter-provincial mutual aid and cross-regional spot work, the peak shaving problem of the Ningxia Power Grid has been greatly alleviated. However, when new energy is released, the contradiction of local grid constraints has begun to appear, and the transmission cross-sections in some areas have frequently exceeded the limit. , Affecting the delivery of new energy, leading to severe cross-sections and partial periods of abandonment of wind and light. In 2017, a total of 667 million kWh of cross-sectional power wastage. At the same time, the planning and construction of new energy power sources are unreasonable, the installed capacity of new energy in some areas is too large, and the contradiction of new energy consumption is prominent.
(2) The peak shaving capacity of the power grid is seriously insufficient
The installed capacity of Ningxia New Energy has reached 1.5 times the average load of the power grid. The peak shaving capacity of the grid required for the full consumption of new energy power is about 11.5 million kilowatts, while the peak shaving capacity of the Ningxia Power Grid itself under normal operating mode is about 5 million kilowatts. The peak shaving capacity is less than 50% of the demand for new energy peak shaving, and the peak shaving of the power grid does not match the installed capacity of new energy.
(3) The new energy consumption mechanism is not perfect
The current power supply is affluent, mid-to-long-term transactions are difficult to negotiate, and power purchase provinces have absolute say in purchased power and electricity prices. Power transmission provinces have no bargaining power in terms of power transmission prices. In the absence of inter-provincial and inter-regional new energy consumption mechanisms As a result, new energy power generation companies are generally not very active in outbound transactions.
(4) New energy subsidy funds lag
In recent years, new energy power generation projects in Ningxia have been growing rapidly. In contrast, new energy subsidy funds are lagging behind, and there is a huge gap in subsidy funds. As of the end of 2017, the funding gap for renewable energy subsidies in Ningxia was 11.411 billion yuan, of which: the project capital gap in the first six batches of subsidies included in the country was 4.849 billion yuan, and the project capital gap in projects not included in the subsidy directory was 6.562 billion yuan. Due to the lag in subsidy funds, many new energy companies are struggling.
4. Opinions and suggestions(1) Strengthen planning and construction to promote coordinated development of network sources.
One is to strengthen the coordination of the new energy “13th Five-Year Plan†with conventional power plans such as power grid planning and thermal power. Grid structure, channel planning and new energy layout coordination, conventional energy and new energy planning, new energy consumption and load growth area coordination. Second, in areas where new energy is concentrated, establish and improve the grid grid reinforcement mechanism. In response to the problem of limited new energy grids, promptly propose reinforcement measures from the perspective of planning to enhance the adaptability and accuracy of the plan. The project takes into account the new energy access, load development and grid optimization functions, and constantly improves the grid structure of the power transmission channel.
(2) Optimize dispatch management and dig deep into new energy consumption space.
First, the dispatching organization should strengthen the management of new energy dispatching, promote the improvement of the forecasting level of power generation capacity of new energy stations with refined management, scientifically formulate dispatching plans, rationally arrange the operation mode, and comprehensively consider the characteristics of various types of power sources such as water, fire, wind and light. Improve the ability of the grid to absorb new energy; second, start the Ningxia auxiliary service market as soon as possible, improve the power peak shaving market mechanism, encourage public power plants to participate in in-depth peak shaving, and tap the potential of Ningxia power system peak shaving; The verification and management of generating unit's peak-shaving capacity for power generation, while ensuring heat supply, uses compensation price signals to improve the peak-shaving capacity of the power grid and expand the space for new energy consumption.
(3) Improve the electricity trading model and innovate the market-based consumption mechanism for new energy.
One is to actively promote the trading of power generation rights for coal-fired, self-provided power plants and new energy companies, encourage new energy to actively participate in direct transactions by large users, and promote the consumption of new energy in the province through market transactions. The second is to reduce administrative intervention and further improve the cross-provincial and cross-regional transaction mechanism. Give full play to the long-term unified dispatching operation of the Northwest Power Grid, and the advantages of the complementary complementarity of installed capacity and resource and load distribution of various provinces (regions), realize the optimal allocation of regional energy and power resources, reduce the rotating reserve capacity, optimize the operation mode of the power grid, and promote New energy consumption; at the same time, formulate new energy consumption policies and quota mechanisms for Yindong DC, Lingshao DC and Shanghai Miao DC, gradually increase the proportion of new energy in the amount of electricity delivered, and increase the space for new energy consumption.
(4) Improve the new energy subsidy mechanism and promote the healthy development of the new energy industry.
