According to the introduction of the Municipal Economic and Information Technology Commission, Shanghai has just recently clearly defined the "three-step" plan for the development of cloud computing. The past two years are the initial stage, focusing on “independent research and development, pilot demonstrations”, and the tasks for this phase will soon come to an end. From next year, the city will enter the stage of “optimizing the environment and demonstrating and promoting”. The main content is to promote cloud services to individuals, enterprises, and governments, and to meet the needs of different users in life, business, and office. It is expected that after three years, cloud computing will enter a relatively mature third stage in Shanghai. By then, cloud services will become the "standard" of informatization, and the technical systems and standards will basically be established. The level of related industries will be significantly improved.

It is reported that government departments have made it clear that Shanghai will not build a large-scale data center for the development of cloud computing, and will only select a few counties and counties to concentrate, intensively construct efficient, high-end, energy-efficient computing, storage, and network infrastructure, and To meet the city's needs for the development of the cloud computing industry. Since Shanghai released the "Cloud Plan" (that is, the cloud computing industry plan) in 2010, the city has invested 470 million yuan in fiscal funds to support the "cloud industry." In more than two years, more than 100 local cloud computing R&D and service companies have been newly added, and a number of pilot application projects have been launched. A large number of top cloud computing talents at home and abroad have gathered in Shanghai, basically completing the three-year booking target.
