Suiyang County Urban Service Network Construction Planning Preparation Procurement Tender Notice (Secondary)
Entrusted by the Urban and Rural Planning Bureau of Suiyang County, the project is now conducting an open tender for the construction of the urban service network in Suiyang County. Qualified bidders are welcome to participate in the bid for this project. The relevant matters of this procurement project are hereby notified as follows:
First, the tender project name and number:
Qiyang County Urban Service Network Construction Planning: SYZB[2017]47.
Second, a brief description of the tender project:
Completion of planning for the construction of urban service network in Suiyang County. The budget price of this project is 1.95 million yuan.
Third, the qualifications of the review: The tender after the qualification examination.
Fourth, the bidder qualification requirements:
Bidders participating in this government procurement activity shall comply with the provisions of Article 22 of the "People's Republic of China Government Procurement Law," and meet the following conditions:
(1) The bidder must be a legal person or other economic organization with good financial and credit status of the enterprise, who has independent civil liability, and has a good business reputation and operating performance, and has full compliance capacity and strong after-sales service capabilities;
(2) The bidder must have qualifications of class B and above in urban and rural planning.
(3) The person in charge of the project must have a certificate of registered urban planner or first-class registered architect;
(4) The person in charge of the project must be the staff of the unit, and provide an endowment insurance certificate for the person in charge of the project at any month in the past six months since the project was submitted, to prove the original certificate issued by the local endowment insurance management department of the bid unit. It shall prevail or be based on the results of the inquiry or verification of the official website of the social pension insurance management department of the tendering unit or the original certificate issued by the competent authority at the higher level regarding the payment of social insurance for the staff.
(5) The project does not accept the consortium to participate in the bidding.

The bidder shall sign and obtain the tender documents from the time of 16:00 on March 16, 2017 to 17:00 on March 22 (except holidays).
